Safety Officer on Board Oil Tankers
As per TRAKHEES the Ports Custom and Freezone arm of the Dubai Ports Authority it is mandated to have a safety officer on board non-conventional tankers in port while the vessel is loading or discharging cargo. These are those tankers which do not, as an example possess an inert gas generator fitted on board, it is required to have a safety officer on board the ship at the time of loading or discharging cargo in Dubai Ports.

The primary requirement is to ensure fulfilment and compliance to ISGOTT standards during the stay of the vessel at a particular terminal under Trakhees jurisdiction.
The job entails the following:
It is understood the safety officer is to be present on the jetty when the tanker is berthing to ensure that the mooring is laid out correctly.
Once the vessel is moored satisfactorily, it has to ensured that there is a proper gangway secured between ship and shore to ensure a safe access normally and in case of an emergency.
Once on board take a proper safety round to ensure the following,
Is the cargo loading arm from the terminal connected and bolted correctly to receiving vessel manifold? This is to ensure that there are no leaks or spills during loading/discharging.
Are emergency towing wires correctly positioned?
Ensure that the ship’s propulsion machineries are in satisfactory condition AND state of readiness as the ship may be required to move out in short notice.
Ensure that there is adequate deck watch and also watch by the terminal personnel.
Ensure that there is proper ship – terminal communication established.
There should be an emergency, A shut down signal established between the terminal and the ship to shut down cargo loading / discharging immediately SUCH AS in cases of pollution, fire etc.
Ensure that the fire fighting equipment are kept ready to fight a fire immediately if required.
Are scuppers plugged and drip trays correctly positioned?
Is cargo and bunker tank lids closed?
Is the cargo tank venting system satisfactory?
Are torches of an approved type (Intrinsically safe)?
Are accommodation doors properly closed?
Are window air conditioners stopped?
Is centralized accommodation air conditioning on recirculation?
Are there designated smoking areas and smoking regulations
observed?
The Safety officer must take periodic rounds on the deck to ensure cargo loading/discharging is taking place satisfactorily, the forward and aft mooring is satisfactory, that there is no pollution into the sea.
Once the cargo loading/discharging is completed, the cargo calculations completed, and cargo loading/discharging arm is disconnected and taken adrift then the safety officer’s job is completed.
